A residential refit in Grays, Essex, treating the principal rooms as one Commission — closing the gap between the rooms that had been "done" and the ones that were merely "fine".
The household lives in the rooms that count; the rooms that count had stopped earning that. Work was structural where it needed to be and surface where the structure was already right. Material decisions were made for fifteen-year horizons, not five. The Commission delivered the rooms the household was actually using to a standard the household actually deserved.
